The Module Map — where every area lives

The program does not splinter. Four movements, eight protecting questions, four instruments — fixed. Academics, pathways, facilities, and employee reporting each plug into this spine; they don’t add to it. Click any movement to open its two questions, the area that lives there, the real Newport News target, and how ready the corpus is.
The spine stays fixed — and one thread runs under all eight

Employee reporting is the spine, not a module: protected reporting and employee rights, so the truth can travel up (Field 5 of the ladder). Staffing and vacancy data ride as a Numbers-Story feed. NN target: teacher retention to 90%, vacancies down 40%.

Corpus: solid
② The Show-Up
Who's slipping — early enough to reach them?

③ The Right Frame
Whose life doesn't fit the standard day?
Statutory groups
NN: EL 2,556 · SWD 3,603 · econ-disadv 14,976 — each reached?
Corpus: solid
④ The Open Door
What access was built — and communicated?
PATHWAYS plug in here
NN target: CTE +10%/yr · 50% HS complete an HQWBL · 85% an advanced course.
Corpus: solid
Note: PATHWAYS (CTE, work-based learning, advanced courses) live in The Open Door — access built AND told, measured by group on the Reach Map. Not a new module.
3
ANSWERED — Every signal answered.

⑤ The Early Catch
What did we see early — in time to act?
ANSWERED core
NN: quarterly review commitments in Elevate 2030; early-warning feeds.
Corpus: partial
⑥ The Next Move
Who owned it — and what did we commit?
ANSWERED core
NN: board action → owner → resource move; standing HR/Attendance reports feed this.
Corpus: partial
4
STEADIED — Every system steadied.

⑦ The Numbers Story
Acted on, or just published?
ACADEMICS plug in here
NN target: 90% reading/math proficiency by 2030; gaps within 15 pts (SOL '23-24: rdg 60%/math 59%).
Corpus: solid
⑧ The Money Panel
Trajectory, one-time money, warnings?
FACILITIES nest here
NN: Capacity & Utilization Study (5-yr projections, zones); Futures master plan; capital plan.
Corpus: partial
Note: FACILITIES & CAPACITY nest inside The Money Panel — capital plan, one-time money, and capacity warnings — keeping the eight-question spine intact (the money/facilities overlay is additive, per canon).

What each next block needs from the corpus

Solid now: academics targets & SOL, pathways/CTE targets, statutory-group counts, graduation & attendance.   Needs a pull: facilities capital/CIP detail (Capacity Study full report, Futures plan); employee protected-reporting policy language; per-school subgroup tables when VDOE posts them; baseline values for Elevate 2030 KPIs (first progress report).
